Cruz was born and raised in Puerto Rico. After earning a B.S. (Bachelor of Science) in Aeronautics and Astronautics from the Massachusetts Institute of Technology, he briefly worked at Beech Aircraft Corporation in Wichita, KS;〔Joan Ackermann-Blount and William Oscar Johnson,
